U.S. trade policy since the arrival of Donald Trump on the political scene in 2016 can be succinctly characterized as disruption – old tried-and-true methods discarded, new legal authorities wielded, a once-and-for-all redefining of the so-called Washington consensus that had existed since the Reagan era. Ironically, however, U.S. trade policy during this time has also been marked in another way – continuity, continuity with political currents that both preceded and interrupted the Trump presidencies. And for all of the ways the Biden Administration and Congressional Democrats sought and currently seek to define themselves in contrast to Trump, in one area they have largely followed the path laid out by Donald Trump and his acolytes – US trade policy, particularly as it concerns trade with China.
